Five New Members Join North Star's Board

We have welcomed five new members to our Board, bringing extensive experience from housing, education, the charity sector, and the wider public and private sectors.

These appointments come at an important time for North Star, as we prepare for our first inspection under the Regulator of Social Housing’s new Consumer Standards and begin developing our new five-year corporate strategy, Leading and Growing (2026–2031).

Our new Board members will serve across key committees, including Risk and Audit, Remuneration and Employment Conditions, and Complaints.

Our new Board members

  • Sarah Roxby – Executive Director of Customers and Communities at Vico Homes, with more than 30 years’ experience spanning housing management, supported housing, income, customer experience and repairs and maintenance.

  • Richard Fryer – Former Executive Director of Governance and Integration at Karbon Homes, with extensive governance and compliance experience across housing and local government.

  • Bill Fullen – Former Chief Executive of believe housing, with more than 40 years in the sector and a long-standing commitment to improving housing and tackling homelessness. 

  • David Butcher – Chartered accountant and former Director of Finance and University Secretary at Leeds Trinity University, with senior financial leadership experience across sectors.

  • Deborah Lewis Bynoe – Director of Resources at The Wilf Ward Family Trust, with previous senior roles at the Great North Air Ambulance Service and Yorkshire Housing.

Nicki Clark, Chair of the North Star Board, said: “Exceptional, ambitious and purpose-driven governance is a key ingredient to North Star’s current and future success. Our new Board members bring this in abundance, and I’m thrilled to be working alongside them and our existing colleagues.”

These appointments come as we continue to strengthen our governance and bring new expertise and perspectives to the Board. Since August 2024, we have appointed a new CEO, welcomed a new Board Chair, and made additional Board appointments following natural transitions. We are also investing in future governance, with four trainee Board members currently completing Housing Diversity Network’s Board Trainee Programme. We have also launched our new customer scrutiny panel, The Tenants’ Voice (TTV), which reports directly to the Board to ensure our customers’ voices are heard at the highest level.

Together, these developments place strong governance, fresh perspectives, and customer insight at the centre of our work as we shape our new corporate strategy.
